EFFINGHAM — Effingham Plan Commission voted 5-1 Tuesday to deny a rezoning request by a couple who wanted to create a basement apartment in their home at 500 Cleveland St.
Brian and Amanda Bannister had asked the commission to approve a zoning change from R-2, single-family residence district, to R-3C, multiple-dwelling district.
Mrs. Bannister told commissioners at Tuesday's meeting that they had plenty of space to convert part of their home into a basement apartment.
"We're not using that space," Mrs. Bannister said, noting there was a duplex several homes away from theirs.
Mrs. Bannister said there would be no major exterior renovations needed to complete the project.
But several commissioners expressed the concern that granting the Bannisters' request would be a case of "spot zoning," something that is typically frowned upon.
