EFFINGHAM — Effingham County State's Attorney Bryan Kibler filed felony charges against two individuals in connection with the Feb. 4 death of Jessica M. James, 29, of Effingham, formerly of Shelbyville.
Jay C. Miller, 22, of Altamont has been charged with possession of a controlled substance (heroin), a Class 4 felony.
Albert D. Church, 23, of Effingham has been charged with delivery of a controlled substance (herion) by accountability, a Class 2 felony.
Both suspects are currently being held in Effingham County Jail.
Church will make his first appearance in Effingham County Circuit Court at 1 p.m. Thursday, while Miller's case is scheduled for appearance with counsel on Tuesday at 10 a.m.
The filing of additional charges against either or both men is a possibility, as an Effingham Police Department investigation continues, Kibler said.
